Regulation regarding the University’s Quality Assurance Committee

Art. 1 Composition, appointment and term of the mandate

The University’s Quality Assurance Committee (QAC) is composed of 5 members:

·         A full or associate professor who performs the duties of Chairman;

·         An (external) expert, with specific skills in the evaluation sector, who reports, with the Chairman, on the activities of the QAC to all University bodies and internal departments;

·         Three reference members of the teaching staff with the sufficient skills to carry out the procedures that relate to the University’s QA and guarantee an adequate flow of information between the QAC, the Evaluation Unit and the Joint Teaching Staff/Student Committees.

The members of the QAC are appointed by decree of the Chairman of the Technical-Supervisory Committee and remain in office until the end of their mandate, which is usually set to 2 years.

The University does not pay any remuneration or attendance fee to the members of the Quality Assurance Committee, other than the reimbursement of expenses incurred for the participation to meetings related to their mandate.

Art. 2 Tasks

The Quality Assurance Committee plays a central role in the University’s Quality Assurance (QA). Specifically, it is tasked with:

·         on a general level:

·         promoting the culture of quality; supervising the proper and coherent performance of QA procedures for the entire University;

·         proposing common QA tools and the training activities necessary for their implementation; providing support to Courses, the bodies to which they report and to the Faculties.

·         At the level of educational activities:

·         organising and checking the update of the information included in the Consolidated Annual Form of Courses for each one of the University’s curricula;

·         supervising the regular performance of QA procedures for teaching activities, in conformity with plans and declarations;

·         monitoring the results of the training processes and making them available for the purpose of ensuring quality and for purposes of self-evaluation/internal evaluation of quality and for the control of the periodic Review of the curricula;

·         assessing the efficacy of measures for improvement and their actual impact;

·         ensuring the correct flow of information to and from the Evaluation Unit and the Joint Teaching Staff/Student Committee.

·         organising and monitoring the collection of the opinions of students, seniors and recent graduates;

·         At the level of research activities:

·         checking the continuous update of the information contained in the Consolidated Annual Form of Courses of each Department (or other internal structures around which research is organised);

·         supervising the regular performance of QA procedures for research activities, in conformity with plans and declarations;

·         ensuring the correct flow of information to and from the Evaluation Unit.

 

The QAC established at e-Campus forms part, together with the management bodies, the Evaluation Unit, the Joint Teaching Staff/Student Committees and the Course Committees, of the system for the assurance of quality, efficiency and efficacy in teaching and research, pursuant to the requirements of It. Legislative Decree 19/12.

Art. 3 Technical and administrative support

Technical and administrative support to the “Quality Assurance Committee” is provided by a representative of the technical/administrative staff, by the managers of the sector, and, if established, by internal offices the duties of which pertain to teaching activities and service to students.

Art. 4 Access to information

1.    The Quality Assurance Committee operates in full autonomy. For this purpose, the University provides the necessary administrative and logistical support, the right of access to data and retrieval of all necessary information, as well as the publication of the records, in compliance with the rules and regulations on the protection of confidentiality.

2.    The Quality Assurance Committee, in case of contingent necessity and in order to retrieve necessary and specific information, may convoke the managers of the various structures of the University.

Art. 5 Operation of the Quality Assurance Committee

1.    The Chairman calls and presides over the meetings of the Committee and determines the items on the agenda of the sessions.

2.    Under normal circumstances, the Committee must meet online at least once a month and, when necessary, in person. The meetings are called at least five days before the day set for the meeting. However and for compelling reasons, the Chairman may convene a meeting of the Committee with a shorter advance notice than the one mentioned above.

3.    A copy of the documents containing the items to be discussed is sent by the office of the Quality Assurance Committee to the members of the Committee, electronically or by any other suitable means before the meeting.

4.    The meeting shall be valid if at least three members are present.

5.    The meetings of the Committee are not public; however and for the discussion of matters of particular interest, the Chairman may request the presence and intervention of external persons with specific skills pertaining to the matter discussed.

6.    Resolutions are adopted by the majority of those present. In the event of a tie, the Chairman has the casting vote.

7.    In the absence of the Chairman, the session is chaired by a member of the Committee appointed by the Chairman. Should no such appointment have been made, the session is chaired by the most senior tenured members of the teaching staff.

8.    The duties of secretary are performed by the most junior member of the teaching staff.

Art. 6 Publicity and minutes

1.    The relevant minutes must be taken in every meeting, which are signed by the Chairman and the Secretary who takes them. The minutes must be approved; this may be done during the session, also for individual points, or in the next session.

2.    The Committee guarantees the transparency of its operations by disseminating its records widely, also with the use of multimedia tools.

3.    The minutes must be sent to the Chairman of the Technical-Supervisory Committee, to the Managing Director, to the University’s Evaluation Unit and to the Joint Committees.

4.    Excerpts from the minutes must be sent, also electronically, to the structures concerned so that they may adopt the relevant measures.

Art. 7 Approval and entry into force

1.    The regulation of the Quality Assurance Committee, proposed and drafted by the Technical-Supervisory Committee, must be approved by the Board of Directors.

2.    This regulation shall enter into force on the date of the enactment of the decree of the Technical-Supervisory Committee that enacts it.
